City Council
is the legislative branch of the City.
The City Council is composed of seven members,
one of whom is elected by the qualified electors of the City at
large, and six who are known as Ward Council members. Each Council
member is nominated and elected by the qualified voters of his/her
respective ward and shall serve a term of four years.
City Council is the legislative branch of the
city with the responsibility of adopting annual operating and
capital budgets and enacting the Steubenville City codes.
Legislation considered by City Council takes one
of two forms – a resolution or an ordinance. A resolution
expresses the views of City Council on a particular topic, while
an ordinance directs that a specific action be taken. Resolutions
are adopted; ordinances are passed.
City Council meets at 7:30 p.m. every Tuesday.

The Council
Clerk is appointed by the City Council. Clerk Pam Orlando has
been in service since 1992 and she is a member of the Ohio Municipal
Clerks Association.
The committees
in the council are the Finance, Service, Safety and Health, Planning,
Public Utilities, Building and Grounds, Parks and Recreation,
Transportation, Economic Development and Pride Committees.
Each committee
has regular meetings.
Edward
J. Chanoski Jr., Councilman at Large, was born and raised
in Steubenville, Ohio and graduated from Steubenville Big Red
in 1989. He earned a Degree in Communications from The Ohio State
University in 1994. He then decided to go to work with his father
out of Laborers Local 809 in Blast furnace construction. After
two years in the Steel Mills he went back to school and earned
his second Bachelors degree in Elementary Education from the Franciscan
University of Steubenville in 1997. That same year the Steubenville
City School hired his as a fifth grade teacher. In 2000 he earned
his Masters Degree in Education Administration and in 2006 he
earned his principal and superintendent certificates. In his eleven
years of teaching he has taught at the elementary, middle school,
and high school levels and currently at Steubenville High School
working with At-Risk Students.
Outside of Education, Mr.Chanoski is also the Owner and Promoter
of Next Level Fighting Inc, a mixed martial arts company that
trains, manages and promotes Ultimate Cage Fighters.Mr.Chanoski
is married to Laura (Conrad) who is also born in raised in Steubenville
and is a dental Hygienist and the have a beautiful 6-year old
daughter, Olivia Kneen Irene.Mr.Chanoski was elected to serve a four year term beginning January 1,
2008. He servers on the Park and Recreation, Transportation, and
Safety and Health Committees

Gerald
"Yonk" DiLoreto, 1st Ward Councilman, served on
Council as Councilman-at-large and President of Council from 1966-1970
and 1972-1984. He was later appointed to fill the unexpired terms
of Mr. William Sullivan on June 25, 2005. Mr DiLoreto was then
elected on November 2, 2004 to serve a four-year term. Mr. DiLoreto
is the son of the late Mr. and Mrs. John DiLoreto. He was born
on September 28, 1937 and is currently single. Mr. DiLoreto is
a graduate of Steubenville Catholic Central High School, a B.S.
graduate of The College of Steubenville, and a Masters in Education
graduate from the West Virginia University. Before retiring, Mr.
DiLoreto held the positions of Principal, Assistant Principal,
and Athletic Director at Jefferson Union High School, Principal
at Knoxville Elementary School, and Principal at Richmond Elementary
School. Mr. DiLoreto currently serves on the Planning, Parks and Recreation, and the Pride committees.

Richard
Perkins, 2nd Ward Councilman, served on City Council
from 1972-1976 and was appointed to fill unexpired terms both
in 1986-1987 and 2000-2001, and was then re-elected to serve the
2006-2010 term. Mr. Perkins graduated from Steubenville High School
and attended the University of Steubenville. He is the Head Regional
Manager for the Pittsburgh Brewing Company. Mr. Perkins is married
and has three children. His wife Betty is a Professor at Franciscan
University. He has three daughters – Melissa, a Pitt graduate
and an Duquesne Masters graduate; Nikki, a Ohio Dominican College
graduate and an Ohio State Masters graduate; and Natalie graduate Mount Union College and student at Duquesne Master Program. Mr. Perkins serves on the Service, the
Planning, the Public Utilities, and the Parks and Recreation Committees.

Gregory
Metcalf, 3rd Ward Councilman, is a graduate of Catholic
Central High School in 1986 and Ohio University in 1990 with a
degree in Finance. He is a Registered Financial Planner for Horizon
Financial Group. Mr. Metcalf is a member of the Masonic Lodge
No. 391 and the Valley of Steubenville Scottish Rite. He is married to the
former Beth Mihalyo and has three daughters Molly, Madeline and Maya.
Mr. Metcalf serves on the Safety, Buildings and Grounds, Economic
Development, Transportation, Finance, Public Utilities and Pride Committees.

David
Fortunato, 4th Ward Councilman, has been married for
36 years to his wife Anita and has two adult children raised and
educated in Steubenville. Mr. Fortunato was a member of the Historic
Landmarks Commission and a Chairman of Mainstreet Convention and
Visitors Bureau. He has served on the Land Office Board and Historic
Associations Board. In 1998 he was elected to a four-year term
on City Council and re-elected to a second four-year term. Mr.
Fortunato is a Member of St. Peters Church and retired hairdresser
after 43 years. Mr. Fortunato is the Council Representative to
the B.H.J. Planning Commission and serves on the Finance, the
Planning, the Building and Grounds, Service and the Economic Development
Committees.

Albert
Stasiulewicz , 5th Ward Councilman, Ward Councilman, is a life long resident of Steubenville. Born on September 3, 1955 to Albert and Anna, he graduated from Catholic Central High School in 1973. He received his Bachelor’s of Science degree in Industrial Technology from Salem College, WV in 1977. In 2007, he was elected into the Salem College Hall of Fame. He coached high school football for 12 years and is the owner/operator of AlStasiulewicz General Contracting Company in Steubenville. He serves on multiple committees including Building and Grounds, Transportation, and Pride. He has been married for 30 years to the former Beckey Kramer who has been employed at AEP for 32 years. They have two children: Sarah Stasiulewicz, a registered nurse and Stacy Stasiulewicz, an electrical engineer, both residing in Steubenville. Mr. Stasiulewicz serves on the Buildng and Grounds, Transportation and Pride
Committees.

David
"Pokey" Lalich, 6th Ward Councilman, was born
in Steubenville on 2/12/45 and graduated from Catholic Central.
Mr. Lalich attended one year at Ohio University, then married
Darla Straka a Steubenville resident and graduate of Steubenville
High School. He has two sons living in Columbus,Ohio. David and
Michael both graduated from Ohio State University. Councilman
Lalich retired from Wheeling Pittsburgh Steel after 35 years of
service. He also has David Lalich & Sons Home Improvement
Business for years. Mr. Lalich serves on the Service, Safety and
Health, Public Utilities, Finance and Economic Development
