     The engineering division formulates, prepares, administers and executes the City's capital improvement program. This includes administering, inspecting and supervising contractor services to the City where such work is to be executed in accordance with a set of engineering drawings and specifications. These services primarily involve the City's infrastructure which includes, the street and highway system, the storm and sanitary sewer systems, the water distribution system, the electrical highway lighting system, traffic signal systems, and City owned communications system.

     The engineering division performs liaison services between consulting engineers and the City Administration. When requested by the City Manager the division also (1) prepares engineering drafts, plans, and drawings, (2) conducts engineering investigations of relevant city problems, and (3) renders engineering advice and assistance to Council, the City Manager and various city departments.

     The engineering division establishes and maintains pertinent records, engineering drawings, specifications and maps. The department will handle any citizens’ concerns dealing with the city’s infrastructure.

   City Engineer Michael Dolak has been employed with the City of Steubenville since March of 1999. The first six years he served as the Assistant City Engineer and was appointed to the position of City Engineer in October of 2005. Mr. Dolak worked for an engineering firm in the Cleveland area prior to his employment with the City of Steubenville. He began his career in 1990 as an Engineering intern for the Ohio Department of Transportation working on the US 22- By-Pass that was constructed in Jefferson County form State Route 43 to University Blvd. He holds an Associates Degree from Jefferson Community College and a Bachelor of Science from Ohio Northern University. Mike and his wife Lisa, who is a registered nurse, and his son Michael reside in Steubenville. He enjoys working around the house and golfing.
