The Finance Department is divided into three divisions: the Finance Department, Income Tax Office, and Utility Collection Office, all of which are under the direction of the Finance Director. The Finance Director is the chief fiscal officer of the City of Steubenville.
Steubenville’s finance director is a graduate of the College of Steubenville, with a Bachelor of Science degree in Accounting, and also a graduate of the Duquesne University School of Law with a Juris Doctor degree. He is a Certified Public Accountant licensed in Ohio, and also is a licensed attorney in both Ohio and West Virginia.
A former field agent with the U.S. Internal Revenue Service, Mr. Marshall is now both a practicing CPA, and an Attorney in Jefferson County, Ohio. He has significant experience in the areas of Auditing, Financial Accounting, Estate and Trust planning, and Business and Tax planning.
He has been the Finance Director in Steubenville since 1995, and has previously served as Steubenville’s budget analyst.
