Mission Statement

The PRIMARY Mission of the Steubenville Fire Department is to provide the citizens of the City of Steubenville with the best service and the most expedient safe response in all situations.

We will protect and preserve lives and property against all emergencies whether by man-made or by acts of God.

We will continue to provide fire safety education to our citizens.  Through continuing education in the fire service, we will keep pace with the changing times.

The Steubenville Fire Department became a fully paid department on January 5, 1886.

Work Hours

Three rotating turns working 24 hours on and 48 hours off. 
Personnel per turn is 13 with an 11-man minimum

International Association of Fire Fighters AFL-CIO Local 228
The Steubenville Fire Fighters Association was chartered on September 16, 1919 as the 228th professional fire department organized by the International Association of Fire Fighters (IAFF).

Ohio Association of Professional Fire Fighters
The Steubenville Fire Fighters chartered their membership with the Ohio Association of Professional Fire Fighters (OAPFF), which is the State Organization for the IAFF on August 24, 1938.
     A native to Steubenville, Terri English joined the city’s fire department in August of 1984. She is the first and still the only female on the department and in 1991, through Civil Service promotional exam, she was promoted to Captain.

In 2001, again through promotional exam, Terri became the 12th Chief of the Steubenville Fire Department in the 122 year history of the department.

Chief English received an AD in Nursing in 1991 from West Virginia Northern College, an AD in Fire Science in 1995 from Belmont Technical College, and a BA in Organizational Leadership and Development from Wheeling Jesuit University in 2000.

Chief English belongs to several professional organizations that include the IAFF, OAPFF, IAAI, SEOFC, OFC, and IAFC. She is also very active in local community services.
