The Water Department is the branch of Public Works responsible for providing clean water to the residents of Steubenville. The Steubenville water system provides water to city residents and sends water to Wintersville and Northern Jefferson County. Also water is pumped out of the Ohio River at Alikanna and filters the water at the water filtration plant on University Blvd. The filtration plant consists of a system of mixers that add chemicals, settling tanks and filters. Rocky Augustine heads the team of operators and maintenance personnel that operate and repair the system. Steubenville’s department, which is considered one of the best in Ohio, consists of 22 employees. All operators hold at least a class III license from the EPA. The Water Department is responsible for repairing breaks in water mains, but not service lines. The new water plant uses a new super-pulsator technology that will allow for cleaner water through a smaller system. Parts of the current water system are about a hundred years old.
Mr. Rocky Augustine graduated Catholic Central High School and Ohio Northern University with a Bachelors degree in biology and holds an Ohio class IV operators license. Mr. Rocky Augustine is the superintendent of water and wastewater. He is in charge of the water filtration plant which produces potable water for consumption, the wastewater treatment plant which treats water and returns it to the Ohio River, water line maintenance crew who maintain the distribution system and the sewer maintenance crew which maintains the collection system.
